Insulating a Concrete Annex Floor

Looking for a bit of advice..

I'm going to insulate my Annex floor - it currently acts as my utility room, but can be a bit nippy in there during winter. Once finished, it will contain kitchen units, fridge freezer, chest freezer etc. It will also have a laden wheelbarrow pass through it from time to time, as it is the only access to my back garden.

My current plan is to lay 4x2 down, drop celotex or jablite between the timber (at 500mm spacing...I know I'm going to have to cut every single insulation board down), and put floor grade chipboard on top, fixed to the timber.

Is this the best way, given the potentially significant weight on it? I've seen that some places recommend floating floors straight on the jablite, but am concerned that this wouldn't quite be strong enough...

Given that you are using T & G chipboard flooring then 600mm centres on the joists would avoid as much waste on the boards which come 2400mm long.
 
Sorry - didn't make myself clear.

600mm centre/centre spacing on the joists, resulting in a 500mm edge/edge space for the jablite.
