insulating a pitched tiled roof with no felt

The roof of my house is the original 1950s one still in good condition just needing the odd Tile replacing

I am flooring the loft space in order to use it as a small office and will probably put a radiator up there for winter.

How can I insulate the roof? seeing as it has no felt beneath the tiles and re-roofing is totally out of the question for me financially.

I had thought of fixing a foil membrane beneath the rafters then fixing celotex backed plasterboard over it?

Helpful opinions would be much appreciated! (Not ones saying re-roof it)
