insulating kitchen ceiling

Hi all, i want to add some insulation to my kitchen ceiling as there is very very little there at the moment. Basically we added a new ceiling years ago, not attaching to old joists but added new ones. above our current one there is tongue and groove. We had downlights and the draught that came through was incredible.

I have cut a slot out along each side to find out where the joists are, also hoping to use this void to add insulation, would you stuff mineral wool insulation? just about accessible the way ive done it. or would expanding foam in the cans work if i cant reach etc? ontop of this i had bought some thin insulation plasterboards totals 35mm altogether. thanks in advance
