Insulating lofts

Hi all,

I have a three bedroom house, and have noticed in the loft there is sufficient insulation between the joists but none on the rafters also there is no felt under the tiles so the entire loft is always covers in dust/dirt.

This there a produce on the market I can use to:-

A) insulated between the rafters - does this have to be anything different from normal insultion etc..
b) cover the interior of the loft with (from the inside) so I can store boxes etc without them getting covered in dust.

There is no point insulating the loft ie at rafter level, it is more efficient to insulate at ceiling level.

To stop the dust you can staple a 'breathable membrane' eg http://www.ebay.co.uk/itm/POWERLON-ULTRAPERM-LITE-BREATHABLE-MEMBRANE-1m-x-50m-/260705666094 to the underside of the rafters.
