Insulation in frame formed house.

Hi,
I purchaesed a frame formed house about 14 months ago.In the spec, the d/s cloakroom had provisions for a shower (50mm waste under the floor).When I opened the floor up to find it I noticed that the insulation was only 25mm thick (pink with a cradboard type outer layer).
Can anyone tell me if this is ok? I would have thought it should have been 50mm foil faced insulation?

If it's on a concrete slab, there may already be insulation built into that.
 
I dont think its built into the slab and another point I should have made is that a neighbour has done theirs.The waste pipe was in but it was beneath 50mm foil faced insulation.It is basically the same house so I dont understand the difference.
