Insulation on suspended floor

Hi,

I live in an old victorian house which has suspended timber floors.
We have a very small basement which we can get into and have insulated between the joists with some insulation.( rock wool type )
Can we also put on top of that insuation some of that foil bubble insulation as the floors are still very cold in winter?
I wasn’t sure if it would cause problems with vapour by doing this.
Was thinking of stapling the foil to the joists so it kind of creates a false ceiling look so there would be a gap between the first insulation and the foil one.
Thanks for any advice.
