Insulation question Vicorian loft conversion

Looking to buy a property and have seen one I really like except -
This is a double upper Victorian property - so the bedrooms are in the loft space. We went on a hot day (20C) and it was really uncomfortably warm up there.
I don't know if there is anything we could practically do to improve this or whether we just shouldn't touch it with a barge pole?
The entire roof was replaced 5 years ago, and the info I have from the owner is

"The roof replacement consisted of slating, underfelt, ridge flashings and guttering – no additional insulation due to the design and fabric of the roof.

The upstairs rooms are effectively in the eaves and insulation is as you would expect for these properties.* However, the cupola on the roof can, and does, effect the temperature on the upper floor. The construction dictates it is not a sealed unit – that is why it was hot on that evening"**.


* I don't know what you'd expect as I don't know what works have been done and when.
** do old properties with cupolas inevitably turn into saunas when it's summer?
