Insulation

Hi,

I've recently moved into the hous and have found that the insulation is only 150mm, but, covering most of the loft space a second layer has been added across the joists. Obviously there is a danger when trying to find out where to walk and it is laid over wiring, but in relation to the insulation itself is there any reason why this cant be done?
