Intermittent Hot Rads

Hi, having problems with my rads only getting warm most of the time but have noticed recently, when we change the time or go through menus on the wall stat, the rads get really hot. The house temp will reach 18deg eventually but not much hotter. When we have a mild night the rads are hot too.
Would the room stat make a difference to the rads or could this be a controller PCB on the boiler?

Change the stat like for like to begin with and see if it helps. Unless you are an electronics engineer its a process of elimination using the cheapest part first.
