Internal and external doors

I need to put a door between my house and my new conservatory. The local council state it must be of external quality.....

My question is what defines the difference between an external door and an internal door?

The door thickness, the external door are a lot thicker than the internal door therefore can take a BS mortice locks for insurance reason.

Is there a particular thickness minimum std?

B & Q do perfect french doors but they are all stated as 'Internal' Doors. If I could find one that was the correct thickness would this be passable as an external door?

Minimum thickness for a BS lock installation is 44mm - MLA guidelines.
