Irregular surface after painting

This bathroom wall was newly plastered in jan 2024. It was treated to a wash emulsion to soak into the plaster before a good quality Valspar emulsion (bathroom and kitchen) was painted. There have been streaks of dripps (condensation) which were wiped (supposed to be wipeable) but it made a patchy mess. I have since painted over it with a roller and again, it shows irregular, mottled surface texture. I can assure you it was covered evenly, even though it looks as it wasn't. Also the new paint marks from the roller are clearly visible on other areas of the wall after overnight drying.

Any advice would be helpful as I don't have that much paint left. Thanks

Wash emulsion. That's a term I've not heard in ages.
If you used contract Matt or other cheap non vinyl emulsion as a mistcoat ( wash) then a modern durable emulsion that was your problem.
The resins in the durable emulsion won't like the dry matt.
You should of used Gardz or an acrylic primer or even better follow the bathroom paints data sheet for priming plaster.

Yes, a mist coat is what I meant. What I don't understand is when it was originally painted, it covered fine. I'll sand it and apply another coat and see if that works as I haven't any Gardz and it's expensive.
 
500ml off Gardz is £10.
Use a mini roller and it will be enough to sort your problem. It goes a long way as very thin

Thanks. It'll come in handy for the other shiny caulk marks that I posted about a couple of weeks ago. There is a 1ltr tin on Amazon for just over £8
