Is it best to rip out the whole heating system?

Hello. I need a new boiler and for it to be moved. The radiators are decades old and some of them need moving. So Should I rip the pipes out as well? In my last house we ripped it all out as the Plumber thought it a good idea as it was all 15mm and he wanted 22mm to run the long distances. But this house already has 22mm reducing to 15 near the rads. But I am wondering if having new clean pipes with a new boiler is the way to go?

No, they use a machine, they can connect to the flow and return and flush it, it's probably easier without the boiler connected
