Is my garden table wrote off ?

I left my garden furniture out in the winter weather and now the table is looking like this:

Do I need to sand this down and apply a coating of something ? If so any advice on what to use would be appreciated.

Sand down and coat with decking oil.Or outdoor furniture stain.
