Is this a bad Job or am I being fussy?

Recently had a plastering job by my local councils plastering contractors, I know you will probably say well it's the council what do you expect but the contractor is still getting paid by the council and should do a reasonable job and take pride in the work I absolutely wouldn't be proud if this was my work, bearing in mind the contractor has already been back once to make it right after I said I wasn't happy, I will attach pictures below for you perusal, many thanks for looking.

Yeah. Not good.

I would of discussed with customer about taking hand rail off wall.

I would of asked about woodwork. Needed stripping and priming prior to plastering.
 
Thanks Harry I actually think a blind person could do a better job but I'm no expert either
 
Who plasters round a hand rail bracket?, I hope you haven't paid.
 
Pete01 I do not pay for repairs being a council tenant, but obviously the plasterer still gets paid by the council and should still do a half decent job, I am going through the complaint route for the second time with this job, the contractor has already been back to it once to make it right supposedly.
I do appreciate all your replies and it seems we are all in agreement it's a shocking job, I have already contacted a professional plasterer to do a report if needed but obviously there is a cost involved, if the inspector doesn't agree with me I will go down the report route, I had no choice in the plastering firm but I will not be having the same cowboy to rectify it they have already had one chance to do so when I complained the first time and they still left it like this again.
 
You don't need a professional plasterer to do a report! The finish is not acceptable, your local authority inspector will agree with that.
