Is this a dodgy location for a socket

Hi,
I've just moved into a new home (new to us anyway). It was built in 2008 and the previous owners claimed no additional electrical work had been done to it since they had bought it from new. However, there is a socket that has been installed (and is obviously an addition not installed by the builders) at a lower level than the others in the same room and it is directly underneath a radiator. There is a thermostat valve on the rad, and it is about 5cm above the double gang socket.
Is that a safe place to install a plug socket or should I be looking to have it moved?
Are there any rules or regs about this?

Can we have more information please? Perhaps a photograph? The position of the socket may not be as important as the route of the cable to the socket. Is it under a window? Where is the next nearest socket? Can you see any distortion of the surface to suggest a cable route?
