I want to shut off the water supply to an external tap to avoid the risk of damage in frosts. But I can't work out if this is the stop cock - it's won't turn with moderate force and I don't want to use more force without knowing what I'm doing. Can anyone identify this from the photos, thanks!

Don't force will probably leak.
That type came with Armitage wc's we used to throw them away.
Swap for a lever valve.
