A air pocket will build up in the "top" of the UVC when installed as shown. At the stated 40 deg rotation away from the vertical means the immersion elements and the stat rods/pockets are pointing upwards at a angle of 50 deg. Using a few assumed dimensions, ie cylinder dia of 560mm and immersion elements length of 355mm (14") then if the cylinder is drained down fully and then refilled with a hot tap fully opened its more than likely that the water level in the UVC will be higher than the ends of the elements & stat pockets so it should be possible to get a HW temp of 60C or whatever. The air pocket, if it behaves like the OSO UVC with its internal air bubble (or any UVC with this air bubble) should then gradually reduce until the cylinder is completely full of water. I would expect the immersion to behave like a vertical top mounted immersion that are quite common but do give changing HW temperatures, these only. IMO, give the SP temperature once, and thats when filling the whole cylinder from cold, depending on the ratio of hot to cold water in the cylinder, the temperature could be SP+15C, say 75C from a 60C SP.
If the above is done and the stat settings turned right down then except some defect(s) with the stats, a compromise setting should be arrived at to ensure that the temperature doesn't exceed 60/65C.
