I went to service an alarm on Saturday i noticed the consumer unit was in a zone 2 area, the house is fairly new ? Is this even legal?

It is not illegal provided the the alarm panel (which I assume is what we are talking about here) is at least IPX4 rated. That will also apply to the fused connection unit should it be located near to the alarm panel in the same zone.

are you talking about it being in a shower room or bathroom? Or in a downstairs wc with basin etc?
