Is this penetrating damp?

Could somebody please advise me whether this is penetrating damp?

How would this best be fixed - whatever it is!

This is what I am left with after the roof was allegedly fixed, I'm less than satisfied at the situation.

You would be best to take pictures so we can see what Tiles/Slates are covering the roof and what condition the flashing is in around the chimney.

Get up there with the hose pipe and test the roof.

Also get more insulation (300mm)
