Is this rising damp?

I recently painted the hallway and it's as if there's a patch around the radiator that hasn't completely dried. I never noticed it before I painted (we moved into the house about six months ago).

There's no damp smell or condensation anywhere, but is rising damp the only explanation?!

Where do you pipes run? Looks like s leak to me.
 
I thought about that so have just put the heating on - the whole radiator heats up so I'm guessing it's not a leak?

The pipes run under the floor.
 
What kind of boiler is it? Combi or traditional?

It could be a corroded pipe leaking into the concrete floor. Pull the carpet back and see if the concrete is damp. Or is there a leaky gutter on the other side of the wall. That is too much water to be something like rising damp.

hi. it is hard to tell from the photo, but does the damp patch exist ONLY around the rad? I mean, does it go along the length of the wall, or only where the rad is?

It does look like a leaking pipe somewhere, but how old are the rads? Check the rad is not getting hot, and spraying the wall in a fine mist via a tiny hole. (which is repairable)
