I've seen many situations where services are in close proximity to each other, including cables tied to hot water pipes though not once in 20 years have I ever been to a fault which has directly been caused by it.

I think the point in question is not whether it's safe but whether it's an acceptable standard by a skilled tradesman.

The answer to that is No.
