Is this standard height for toilet and basin?

Hi all
Is the below a standard height for a basin? I have it setup ready to plumb, but it seems too low!

Ive just measured my old basin height and its 35mm higher. (amazing what 35mm does!).
I suppose I could stick a bit of plywood under the unit to raise it by 35mm?
 
I was once told by someone older and wiser that the basin height should be set so that you can just reach to p$ss in it without standing on tiptoes.

If you're fitting it for yourself, who cares what standard is?
We have fitted everything a few cm above the recommendation in our place, from basin, wall hung loo, door handles, and kitchen worktops, it all makes sense if you're tall.
