Is zinnser gardz the same as peelstop

Hi

Hi, I've stripped some walls of wallpaper and want to emulsion. The paint underneath is peeling in lots of places. I was going to use peelstop on the peeling paint edges after sanding prior to filling, but I was going to use zinnser gardz to seal in any wallpaper paste. Will the gardz do the same thing as the gardz? Or what would be my best option to get a decent finish. Any advice appreciated, thanks in advance.
 
Gardz is a sealer.
Peel stop is a binder but also seals.
They are not the same although cross over.

In all my years I've never used peel stop because I scraped off anything loose.

Use a glass scraper.
Wood chisel.
Wallpaper scraper.
Anything you have that's sharp and get the loose paint off back to good. That's what I did.
Ok I had the touch and the strength to do it.
I used to scrape wood chip off dry no problem at all and could do that all day every day but it's just a bit of practice and some anger. Sometimes using both hands with the tool.
Peel stop holds the edges but won't make the paint stick. Just makes the problem the next persons, maybe..
If you can spend the time getting paint off that's better.
If not peel stop edges and fill and sand
