isovalve for stop cock

hi guys been a long time since my last post but got anotehr query for you all.

low water pressure is evident at a family members property, its been found to have a standard isolation valve instead of a stop cock fitted to i think he said 22 mm inlet pipe.

could the iso valve have a ball smaller than what a stop cock would pass.

please note cannot open valve to change inspect or test as street termiantion point is elsewhere on estate.

average last time i saw it was 4 on cup on both hot and cold.

Well you're gonna have to shut off the water to change the valve.
