Issue with Hotwater and Radiators HELP!!!

Hello,

I have had an issue with my heating system for the past 2 months now. The main issue was that when hot water was on it would heat my radiators, so found culprit to be a possible actuator next to my hot water cylinder. I have replaced that today (got a little wet) and now it does not heat my down stairs radiators but instead my other two floors (it’s a two storey house 5 double bedrooms 1 bathroom 1 shower room 14 radiators). Now there is a problem that has been niggling me with my Ideal boiler that I have. The problem is that when I use all my hot water (about a quarter of a bath) I would expect my Ideal to know it’s all been used and either heat more or at least start filling and heating water up which in turn I would see a flame on my ideal, also when my heating has reached its room temp and I turn the thermostat I would expect my Ideal again to perform some magic. What I get is just the boiler whirring away like its getting rid of unwanted gases. Now I am not a patient person but I waited approx 30 min for some action and nothing, the only thing that gets the ideal to react is me turning it off by its main switch and back on again, it then fires up, heats water up and starts giving me heating my radiators. This is a constant issue I have and its now starting to get me confused. I have two actuators and both are opening and closing on the electrical component and on the coil.
Please can anyone help or give me some steps to follow on this fault; I even thought it would be air in the system but no spluttering when taps are on.

Hello Mick,

The boiler is an Ideal Mini S24.

The comment about the actuators is that I can hear the actuator working and when I pop the actuator off I can see its opeing and closing (I can move the pins with the actuator off freely with my fingers).
