It just gets hotter

I have a sealed fully pumped central heating system. There is a Potterton gas
boiler in the utility room behind the kitchen, a Drayton Lifestyle LP522
programmer in the dining room and a simple thermostat in the hall. The LP522 is
about 6 months old and was fitted when the hot water tank was changed. The changeover valve was recently changed. I do not have thermostats on my radiators. I do not use the immersion heater for hot water.

When the central heating is on by its own it works fine.

When the hot water is on by its own it works fine.

If the central heating and hot water are on at the same time the hall
thermostat does not function and the radiators just continue to get hotter
until we turn the system off. If we then turn one function back on it works fine,
but as soon as we turn on the second function it goes wrong again.

Any ideas?
