Joining two water butts

I do hope this isn't a daft question...

but i want to join two water butts together.... where is the best place to have the connecting pipes, in terms of positioning on each water butt.

Obviously the fill pipe determines the height of the water, and acts as the overflow down the drainpipe.

I reealise any two holes below this height joining the butts will achieve my objective, but should i put them level with the fill pipe, or just below?
 
I would personally fit the pipe at the bottom so both tubs fill and empty at the same time rather than one being an overflow from the other.
This enables two tubs to be emptied via a hose on a tap on just one tub and also eliminates possible stagnation by only taking water from the one.
 
a couple of inches above the bottom to avoid the debris
