Kitchen Hotwater

I'm trying to figure out how my flat is plumbed. I have temporarily capped the hot water supply to the kitchen (the pipe comes directly from the hot water tank, also in the kitchen) The pipe that is capped does not heat up when the rest of the pipes do. Is this just because it has been capped and there is no water flowing into it?
