dripping overflow

ive a overflow pipe from tank above hotwater tank constantly dripping.theres no stopcock in tank,so it cant be cured that way.it drips more at night when central heating is off.theres one pipe coming out which goes straight into hot water tank.theres also a pipe going up next to it which bends into a spout over tank.this feels warm,so is likely to be hot water but water dripping is cold. any advice would be very helpful...thanks darren

By 'hot water tank' do you mean a copper hot water cylinder?
What does 'theres no stop in tank' mean?
Where is the drip coming from? An external overflow pipe?
