Kitchen in upstairs bedroom

I have a 4 bed house, I own it with my partner and the mortgage company. I would like to convert an upstairs bedroom into a small kitchen with a freestanding electric cooker, fridge freezer and sink unit. The room is tiny 8'8" x 6'2" . Will I need planning permission? I read that it will need to be approved by Building Regs. Who does the approval and will a general builder know about building regs? How much does building regulations approval cost? Thank you for any help.

Im not sure it needs any building regs approval beyond the electrical cert which the electrician will sort out with you

Kitchens are high risk for fire safety. It may impact means of escape from bedrooms on the first floor, and enhanced early warning (heat and smoke) may be required.

You should seek advice. Ask your local council for their fee scales for this type of application.

Your insurer will need notifying too due to the non standard increased risk.
