laminate floor underlay on concrete - help!

I am going to use laminate flooring in Kitchen to replace the very old Vinyle.

The surface is uneven concrete. have no idea use what kind of underlay? searched for previous post and found "TimberMate Excel" with DPM, is the DPM means Damp Proofing Membrane?

Can I use this underlay directly on concrete or need something else additionally? Thank you for any suggestion!

Timbermate Excel can be used on concrete, correct.
But how uneven is uneven? It won't tackle all dips and hills.
