Laminate Over Wood - Vapour Barrier?

About to lay a laminate floor on a combination of floorboards and chipboard over joists in a ground-floor room.

There has been some previous damp (rainwater entry, now remedied) which rotted the ends of two joists but otherwise it's nice and dry.

Do I need a mositure/vapour barrier? I'll be using fairly thick fibreboard underlay.

if youve fixed the water ingress then no but have you fixed the rotten joists, cos once your floor is down your stuffed to get under and fix them without hassle.

Rotten joist ends have been replaced - no vapour barrier it is then.
