Laminated MDF skirting board

I have recently moved into a new home and the hallway has ceramic floor tiles adjacent to oak laminated ( Kota) skirting board.. The previous owner had constantly washed the floor with a 'string type' mop and the skirting has consequently suffered water damage resulting in a white residue at the lower edge..

Is it possible to regenerate this surface..?

Likely to be limescale so try white vinegar

Thankyou for the response and I will give it a try.. I suspect the residue could also be detergent scrum..
