LAN IP cam, artefacts

Outdoor web cam, wired LAN to main FTTC router, that then has a LAN connection to a second repurposed old router, which has a wifi AP. I can view the cam on my laptop, and laptop connects to the wifi of the second router, just across the room from it, so good signal.

Generally, the picture is good frame rate, I get a ping time from laptop to cam of <1mS, but occasionally, the frames get badly out of sequence, which has me puzzled as to why/how. I see a car disappear up the street, then several seconds later, or even minutes later, the same car flickers briefly on the screen again.
