Landis and Gyr thermostat not working properly

Please can someone explain how room thermostat works as think our isn't working properly.. WE have a Landis and Gyr original thermostat (about 30yrs old!). We have temp set at 19 but when house get a little chilly we knock up to 20 and it takes almost 2hrs if longer to reach temp and it seems tho the temp reaches 23. when I click it back coz house too warm it still stays on. We have 3yr old worcester bosh Greenstar condensing boiler and just had plumber repair valve etc as central heating wasn't firing up he also fitted a pump overload wire. we have microbeeding pipes and are replacing them next year. just want to know if we need to replace the thermostat or is it just the cold weather. we left heating on last few nights due to been cold but wake up boiling hot due to thermostat rising to 23 when only clicked at 20
