Although dangerous it would be very difficult to maintain a laser beam in the centre of an eye of a person driving a vehicle long enough for it to cause serious harm.
Always amazed at the horror shown when kids shine a beam at a helicopter , where the above would be impossible.

I think by blinded secures meant dazzled. I agree with his sentiment though.

Whatever the effect, the action is sinister. Those that do this are intending serious harm.
