latex/acrylic screed over damp concrete floor

my concrete floor in kitchen/dining room was laid some time ago without a DPM and is also quite uneven. What is the best solution in terms of sealing the floor and adding a latex etc screed over the top to level off?

Or would you suggest taking up the whole floor and replacing?

Seeing as it`s diy and therefore no labour cost.I`d go for a dig out and reinstate including a insulation slab as well as dpc. Going to do one myself@ home and lay a reclaimed Victorian parquet floor ;) Also am going to lay duct for air to open fire. :idea:
