latex paint? skim over?

Hi just stripped a room of wallpaper for skim and found a large section of what looks like latex paint. It seems to be bonded well to the wall. It blisters when steamer is in contact with it. Do I need to remove this before skim.

Why are you skimming the wall?

How do you know that its a "Latex" paint?
 
Sounds like silk to me. Just PVA and skim.
