Lawful use, caravan and planning permission

Hi, I am really stuck and need advice. I have lived in a mobile home on my land for more than 20 years. I recently applied for and was granted a certificate of lawful use. I intend to retire my mobile home and build a modest bungalow. I am ready to apply for planning permission but have been advised I need a caravan site licence. I am worried if I get the licence that the council will block my planning permission for a home. I have searched for information but have found no good advice. thanks in advance
 
HAve you tried asking your council about it? They will tell you what they can, cannot and will will not do.
