Hope someone can help

My plan is to lay t&g boards in the garage but need to check out a couple of things first.

1: Is there a recommended high to raise the boards of the concrete floor
2: Is it OK to lay rockwool as insulation under the boards
3: Will I need a damp proof membrane under the wood that supports the t&g boards (the wooden batons are not suspended)
4: I would like to fit flush sockets into the boards, do they require to be a specific distance from the concrete floor

I have done a search, but the results are all based on loft conversions

Thanks in advance
