Timber on concrete floor

I have a concrete floor and want to lay a timber floor on it using reclaimed floor boards. I think the best way to do this is to lay batons and fix the floor boards onto the batons. My problem is i have a step going up to the concrete floor which is about 8inchs high. If I add batons and floor boards that will make a very high step of nearly 10inches! I don't know if I can lay a floating floor straight onto the concrete floor. Also I have a bit of damp rising up the walls. A fixed floor would be better as I am not using T&G. Any advice please.
