Laying granite setts rumble strip

Going to be laying a few rows of granite setts as a rumble strip at the entrance to our driveway. I already have a compacted sub-base of crushed concrete, which I'm going to lay them on.

What mix should I use for bedding them? I've seen different opinions - some use a lean mix of sharp sand/cement and others use ballast.

I guess I'll get a difference of opinions on here but thought I'd ask. Need to get this right obviously as they're going to be driven on.

Housing estate I lived on once used epoxy cement to set the stones, might be cost prohibitive for DIY mind.
