Laying turf over grass?

We have had building work done and now need to raise and level off the garden as it has always sloped.

The picture shows how it is at the moment.

I am going to raise the fence panel a few inch's so I can also raise the gravel boards.

What do I need to do with the existing grass (Whats remaining) in preparation for laying turf?

Remove existing turf.
Then lay new turf on the soil so roots can take hold.
Do by hand and plenty of sites showing how
