LDV Pilot Tracking advice

I am trying to adjust the tracking of my LDV pilot as it is wearing on
the drivers side tyre outer rim.

The LDV has ball joints on either side connected by a rod that goes right
across the vehicle. There are clamps on either end that I have slackened.
I assume as I turn the rod the both wheels will move toe in or toe out.

My problem is that with the clamps slackened and a liberal amount
of WD40 on both ends as well as a little heat I can't get the rod to turn.
Even with stilsons on the rod it doesn't seem to want to turn. Even lifting
the wheels off the ground hasn't helped.
Are the track rods rusted in and the only way I can retract would be to
replace the ball joints? Hoping that if I remove the ball joint I can
actually get it out of the rod. LDV is about 10 years old with 30k on the clock.

Advice anyone with experience of the LDV.
