On the attached photo does the end cap screw off or should it just flick off?

The end cap might pop off to reveal a screw.

Tried poping it off and it won’t budge. I need to get to the flange as there is a very small leak.

The cap possibly screws on.
If that valve is leaking, my experience tells me most likely a new valve will be needed
