Leaking Victorian Steps

Help needed please, the main steps leading upto the front door, are leaking into the old coal store beneath (which i want i want o convert). In beetween each step the (sandstone I think) has cracked. Also at the bottom, an entire 3 inch square has broken away.

Any ideas on how to fix, without replacing all the sandstone stairs which would seem to run into £0000's?

I was thinking of raking it all out, but wasnt sure if to repair with cement, but as small areas, was worried it would crack. Then seal and paint over?

The cellar will be damp even if you fix the steps, what do you want to convert it too?
 
Steps esp. stone steps are notoriously difficult to fix once they begin to leak.

As above, depending on what your intentions are, the only way to do a proper job is to lift the steps and tank below them with a membrane(s).

New stone steps would probably be in order - whatever, dont remove the stone and attempt to build brick steps, they look rubbish and out of tune with period property.

Never paint masonry or brick.

You might search on the Building forum for stone sill/cill repairs - some have done excellent jobs of sealing cracks, but nobody walks on cills.
 
You either have to properly tank the internal room or rebuild the stairs with tanking under, both are £0000s. Otherwise forget it no other fix will be permanent.
