Could be a blockage in the hopper which is overflowing and also causing a backlog and overflowing the gutter itself or possibly rotten gutters which need changing. You really need to get a ladder up there to check and take it from there.

But if the joins are bad could I use stixall? It’s pretty good in wet conditions

If it’s rotten no amount of glue is going to improve.
