Does this sound silly?
To use Led decking type lights internally in conservatory floor.
or has anyone got any other ideas of ligthing at floor level.

To me - yes, as it sounds like an unnecessary gimmick in the plinth lights tradition.

But you may differ.

There are no electrical reasons why you should not do this.

But what about the floor construction. What is it made of?
Do you have a screed with insulating material underneath?
If so, you'll be compromising the insulation layer, and that may have Building Control issues if this is a new construction.
 
Why do you want lighting at floor level?
Just to look cool - while making it difficult (or even dangerous) because when you look down you'd see the business end of the lights which will dazzle you while not illuminating the floor. Never could see any point in them myself - not as lighting anyway.
