Morning.
Long story, but headlines are that I had a full rewire several months ago including distribution box. I'm decorating the final bedroom and found an old socket which has been missed.
It doesn't work (plugged electrical in and no power). Electrician not responding to messages.
If I turn off power, dismantle socket, put electrical tape around each individual wire and cover it over, is that a safe solution?

No, better to trace the supply cable to source, and ensure it really is redundant, cut it out, then cover it over.

Terminate the wires and put a blank socket cover on it.
Do not fill, cover or hide it.

That way if you need the socket in the future you could always get a different electrician to reactivate it.

Good point - not simply electrical tape.
A connector block is much better it keeps the wires separate and secured.
All the Live(s) in one, Neutral(s) in the one, and Earth(s) in one.
Ensure that no bare Live(s) or Neutral(s) sections of wire protruded from the connector block.

How confident are you that it's not connected to the new wiring?
Do you think it wasn't removed earlier because there was stuff in front of it?
I just needs someone competent enough to confirm if it is disconnected - because I'm sure you don't want to see any trace of it if you are redecorating.

Thanks everyone really aappreciate the advice.
Yes it was behind a box, so I understand why it was missed. Electrician has made contact so hopefully hell get someone over here to have a look.
