thinking on,it could be the filler between the box and pipe stopping the slack from coming through.try chipping away at that very very carefully with the supply off.either that or maybe catching on the pipes/capping /oval upstairs in floor voids or loft space so see what you can do from above.dont pull to hard either way or you could do more harm than good.
